The Capitol Corridor Joint Powers Authority (CCJPA) is the managing agency for the Amtrak-operated, state-sponsored Capitol Corridor ® (Auburn, Sacramento-Oakland/San Francisco Bay Area-San Jose) intercity passenger trains.
As administrator of the service, the CCJPA's primary focus is the continuous improvement of the Capitol Corridor train service through effective cost management, revenue enhancement, and customer-focused delivery of a safe, frequent, reliable, and environmentally friendly transportation alternative to the congested Northern California I-80, I-680 and I-880 highway corridors.
The CCJPA, through Caltrans Division of Rail, was awarded $29.2 million from the initial $8 billion in High-Speed Intercity Passenger Rail (HSIPR) capital grants funded through the American Recovery and Reinvestment Act (ARRA) in 2009.

Prior to the initiation of the HSIPR Program, the Capitol Corridor has received more than$800 million in state and regional/local transportation investment funds to upgrade track infrastructure, add or improve stations, and acquire locomotive and passenger rail cars. These investments have resulted in increased ridership, improved on-time performance (OTP) and service reliability, and reduced travel times.

The Capitol Corridor service began in December 1991 with six daily trains between San Jose and Sacramento. The CCJPA assumed management responsibility for the service in October 1998. Since then, it has grown into the third busiest intercity passenger rail service in the nation.
In August 2006 the CCJPA expanded service by 33 percent from 24 to 32 weekday trains between Sacramento and Oakland, and 14 daily trains between Oakland and San Jose. This expansion was accomplished with two minimal increases in State budget, by growing ridership and revenue, by reallocating funds for more efficient use, and by making cost-effective service changes.
The CCJPA partners with its host railroad Union Pacific (UPRR), and its operating contractor Amtrak, to provide Northern California's intercity passenger rail service. Because of UPRR's stellar dispatching, the Capitol Corridor is the most reliable intercity passenger rail in the nation with an average OTP of 95 percent or better. In addition, Amtrak's staff has helped the Capitol Corridor achieve high marks from its passengers for superior customer service.
